As this is fully in public now, you can stealth without ever triggering the ability cooldown. This is likely related to similar ability bugs we reported since the skill tree overhaul.
Steps to Reproduce (Required):
From a stationary position you use the ability and sprint forward at the same time. I think this even happens if you are moving. Someone was nice enough to make a video.
