Looking at both of those pictures, it looks (at least to me) that the actual size wasn’t reduced at all but simply moved a little bit to the left.
It still takes up too much screen space for me to be able to use.

I think that at least the shields that i tried, in the last time, are fine balancing wise.
But in general i dislike that they don’t have a few unique gameplay mechanics.
@SaintPhilipp once made this suggestion that i really like:
“Letting shield carriers to charge their power attack behind the shield you will make shields an actual viable unit 'course they will be able to hold enemies as well as deal damage to them at the same time. With right traits and talents ppl will be able and have a reason to create a real tanks to help their team exactly as some of them always wanted”
In another post i made this suggestion which i would still like to see in the game:
“If instead you would be able to avoid packmaster by performing a shield push at the right time im totally sold. It’s a new usefull skill demanding, not overpowered mechanic. In situations where there is no room to dodge, shields would even have the upper hand against other weapons. And imagine how cool it would be if you could save allies if you push the packmaster at the right timing. The shield user is supposed to support his team after all isn’t he?”
The Spear and Shield’s push also doesn’t move the shield out of the way, while other shield weapon’s pushes do. Good aesthetically but annoying in practice (moving the 1st person model to a lower position would fix this). Still one of the better shields due to its high movement curve imo.
Like Bretonnian Longsword’s heavies does?
Of course i can’t really say how SaintPhilipp meant his suggestion.
I would say something similar to Bretonian Longsword would be neat.
If the block would be up faster i could see it being usefull in some situations.
