I'm a bit confused, why is this tier 3 talent for the Slab Shield better than the tier 4?

So on my Ogryn I have two Slab Shields. Both have the Skullcrusher talent, one is Tier III and the other one is Tier IV. But the Tier III one is better:

Is this an incorrect description?

Also as a side note - how does this talent work, exactly? If I hit a character that’s already staggered every damage it takes is increased by x% for 5 seconds? That’s what it sounds like from the description but I tried it a bit in the Psykhanium and didn’t reach a satisfying answer.

When both of these conditions are met:

  • enemy is staggered
  • you are currently wielding a weapon with this blessing on it

Any instance of damage that you deal to that enemy, will apply stacks of the skullcrusher debuff to it.
The debuff increases any damage that the affected enemy takes from any source.
The debuff lasts 5 seconds. The duration of the debuff is refreshed when ever the debuff is re-applied to the enemy (even when already at max stacks).

It used to stack up to 8 times with +5% dmg per stack (independent of blessing tier).
I guess that it now only stacks 4 times with +10% dmg per stack, but that the description of the T4 version has not been updated.
