OP suggestion is perfectly fine to me. Drawback from not being there in the old event means newer players will have to “pay it” in shillings. But will still be able to access it.
It specifically target Events that cycles back. And gives an incentive even for old players to comes back getting the frame they missed. It also gives shillings another reason than “only hats and illusions”. Which will be great in a year or two when we’ll have millions. (I still need a year of weeklies to get my missing hats though ><)

I would say a week worth of shillings, as we did weekly quest to get them. Making them too expensive for no reason would be a weird thing. So it will take mostly the same time for newer players to get them than for us to do the weeklies linked to the event.
Wouldn’t that demotivate players from playing during the event if i could just get it with a week worth of shillings?
There would still be “new things” to acquire during the event ? Like the usual “event quests”. Therefore I don’t see how it will demotivate players. They can do the event quest to get the new frame, and will be able to acquire as well (only during the event) one or several old rewards from previous years.
With old rewards you mean stuff like paintings which aren’t available anymore?
Why not. I mean, if EACH old stuff cost a week of shillings, it goes up fast. It asks you for specifically going online during the event AT LEAST to get the missing painting, frame, or whatever.
And shillings are not actually coming “easily” yet (which is another issue).
For example, this spreadsheet that I made to track my missing hats (and when I’ll be done, the possible missing weapons illusions) tells me I have a lot of weeklies to do even if I didn’t miss any frame and/or painting, therefore asking too much would be not really great…
(btw if you know the “missing lohners price” from the hats that I already bought or acquired in commendation chests, you can comment with it so I can complete that sheet for everyone out there)
So let me get your entire suggestion correct.
You want event frames to be obtainable trough LE, everytime that events comes around, for a shilling price of 1 week. The reason it wouldn’t demotivate players would be because of new paintings they can obtain by doing quests.
A question: the paintings would be exclusive during that year, do you plan on rotating them back the next year also for a 1 week shilling price? Same with if they would add a new frame that year?
Actually that’s what the op says, and I’m okay with this. I didn’t see any demotivation in let’s say all the others games. Diablo 3 stills have its season players coming back. Guild Wars is the same. Etc…

Why not. They’re in the files, so they should also be used. You can rotate them after 2 or more years if you’re not confortable with 1 year. As long as they rotate back.
Price is not definitive and can be higher or lower (it’s not really the issue there, and it could be higher if you really think it would be detrimental to the event for some reason).
By the time they comes back, we’ll have new veterans in the game, let’s not prevent them to enjoy the full content as they wish if they want to.
What would stop me from just not playing the event and doing weeklies and just get the frames all at once after 5 years (exaggeration). I’m not punished for not playing the event as it’s still the same shilling price/time. The only disadvantage would be that i can’t show it for those couple years.
Everything aside, i do like if an exclusive frame becomes available for everyone the moment a new one comes out. Like for example weaves. If they made s1 frame exclusive during a year and then when S2 comes the purple frame is available for everyone but the s2 one is exclusive again. The only difference is that it cannot change in difficulty because what happend with weaves is that it got balanced and that’s why alot of players are ‘mad’. If weaves stayed the same in difficulty you could do this system.
I’m actually fine with that. No game should “punish you” for skipping something (maybe you have family issues). And yeah, you’ll have to wait before acquiring it, which mean I will exclusively use it for some period before you actually get it. Which is fine with me.
2 years laters people won’t be mad anymore. I mean, that’s exactly what’s happening with Diablo 3 at the moment (but with more years of exclusivity), difficulty was also changed between season 1 and season 14 or so.
And your solution is also okay. Timed exclusivity is great, because it’s still an incentive. Infinite exclusivity gets no real sense, because we’ll be like what, 2% of the new active playerbase by the time we cycle it back ?
