I can't start the mission in havoc as host. Message: Player in party is eligible to udertake Havoc Assignments

Issue Description (Required):

I finished the mission in havoc mode. Got a difficulty increase to level 26 and the number of attempts decreased to 2. After that I can’t start the mission in havoc mode as a host. There is a message visible on the screen: Player in party is eligible to udertake Havoc Assignments.

But! If I play only with friends, I can start mission.

Steps to Reproduce (Required):

  1. Go to the havok mode terminal
  2. Create a group
  3. Find one random player
