Make it apply to casting so we can pair it with Mind in Motion feat for a very mobile Psyker Setup so it has some use instead of being a meme blessing that only serves to irritate.

By this do you mean applies to charging/using your secondary fire? If so I would 100% agree, is a very weird blessing especially as the primary fire on the staffs are really bad.
