Hookrat speedboost not applying correctly

Issue Description (Required):

Hookrat should get a speed boost for 1s (or around that) when snatching a Hero, however latency makes this not work

Steps to Reproduce (Required):

  1. Select Hookrat
  2. Grab a hero*
  3. Watch the speed of your dragging

*Either Hero or Yourself must have high ping (>100)

Expected Result: The Hookrat should drag faster for the first second, and after that at a normal speed

Actual Result: The Hookrat drags the enemy at a slower speed, with and without speedboost
