Not sure this is a bug, you can get hooked out of any charging/leaping animation normally, the long distance is just caused by the actual delay due to the high latency.
I would personally argue this is not a bug
Also if this is “fixed”, then a lot of hooks will simply miss even if close because in most quickplay games You will have high ping
That’s not really ideal
The same logic applies to assassin, if you have high ping and pounce on someone, the victim will actually see that you missed but they still get grabbed
I think it’s better to leave it the way it is
