High Tally makes Trophy Hunter benefit Throwing Axe again

Issue Description (Required):

Patch 6.11 made so Slayer Trophy Hunter no longer increases Throwing Axe damage. However, by selecting lvl25 talent High Tally, every single stack of Trophy Hunter benefits Throwing Axe again.
