Gunner / Reaper weapon fire now heavily stunlocking players before toughness is broken

Since patch 1.022 Gunners, Reapers and Shotgunners have seemingly had their stagger/stun rate reverted (to what was previously recognised as a bug and fixed) of being able to stagger/stun lock Veterans/Zealots/Psykers before even breaking their toughness.
On Damnation two Reapers are currently enough to fully push a player on full health and toughness over the distance of a courtyard and pin them in the corner unable to dodge, sprint sideways or return fire.
Patch notes from 1.022 note suggests changes were intented to these enemy types own suppression immunity to player fire, but no mention of changes to their suppression/stun of players.

So, I just finished a match - and it’s no longer doing this. It was for my vet, but my psyker can apparently get shot and so long as they have toughness they will ignore being hit. That’s…odd.
