The power vs. traits on weapons and jewelry doesn’t increase the power but the damage. I tested it.
I don’t know if it’s a buggy text or buggy feature, your choice.
To test it easily, take a 1h axe and get 20% power vs infantry/chaos. Spawn 2 ungors to the same place. Their mass is 2.5 on legend. So with 20% more power the cleave should be enough to damage both (2.24×1.2=2.688). But only one will get damage.
