Game won't start

I gift my friend the game, he using the same type of rig as i’m using. He is getting this error:

when he launches the game. he can’t load in play or anything he re-installed twice, validated files, updates GPUs. wondering if there is any fixes for it.

edit: he is using;
widow 10 64bit, 32GB memory, 10TB HDD, Gpu: navida GTX 2060 Super.
