I say this based on the Psykanium on difficulty 5.
In game is another story, as I’ve said it feels underwhelming.
I went and checked, and it does have a tiny bit of oompf if you get it just right.
And if you don’t, it does nothing. This used to be as strong as the ult and the ult was five times as strong as it is now. It was awesome. Now it’s almost worthless.
I hate when devs go from “Here’s our idea! It’ll be fun!” and when it is they go to “Oh, that works too well. We have to gut it completely.”
If you stand in front of them and not inside them it works fine 
Not communicated to the player, and had a massively different function in closed beta.
The combo of using push-attack to quickly knock down a mauler (for example) to create space to then make a charged special attack is SOOOOO satisfying. Knock down and execute. It’s awesome.
