That’s a fair point. Could be a problem. But only, if the local Inquisitor knows of the Severan Dominate. It’s not like they LOOK like heretics.
It’s pretty obscure & (arguably) far away from Atoma Prime and the Moebian Domain.
Through the last point, could be argued, since we don’t know exactly, where the Moebian Domain is located.
My best guess is
a) Imperium Sanctus
b) Segmentum Solar
c) close to the (former) location of Cadia
The location of the Severan Dominate is:
a) Imperium Nihilus (the other side of the Cicatrix Maledictum)
b) Halo Stars (Pretty far out there)
c) Calixis Sector
I absolutely love nerding off on w40k lore 
If Severan Dominate and Moebian Domain are on different sides of the Cicatrix Maledictum it would be unmeasurably unlikely for an Ex Severan Guardsman or their gear to reach Atoma.
And for all who don’t care for lore - yes I’m fully aware that only around ten persons would be bothered by such inaccuracies and more money is in the rule of cool then in rigid lore fidelity

That’s the nice thing about the fluff.
Within the boundaries, you can make up nice, even wild backstory like:
“Before the great rift my (grand)daddy was send by the Duke on a cover mission with a diplomate. The diplomate died and we got stranded etc. …”
There are people, which don’t care about the lore!?!? THAT’S HERESY!
