Reality is that players are the one that make the weapon identity and the M1 spamming overwhelming majority of players voted with their fingers for that, you even have Fatshark telling you that!

At this point I feel they could just do away with the ammo penalties in havoc. Currently no other class relies on ammo like vet does.
Spamming M1 while completely ignoring charged shots is a garbage identity. Moving away from that a good thing.
Like a melee weapon where spamming M1 is the optimal combo at all times, it’s just dull and rubbish design to only have one aspect of the weapon see actual use.
