Well that is Chris Wilson opinion, maybe FatShark thinks just never ask your player or tell your player anything – it will backfire,
Although you could see it as a way to incentivize DLC purchase. If you unlock a penance which unlocks outfits for ALL classes, now and future, like the havoc or expedition sets, then it may encourage someone to buy it if it shows they cannot access the cosmetics unless they buy the DLC.
This is worse than Skitarii cosmetics from the game…

And I agree with you. As I was desperate, I have even created a thread about this, suggesting that they allow us to get premium cosmetics for several classes.
Of course - its put together with assets from the game. but … what i need you to take note is the level of detail - it has more things going on for it. and the colors are more pronounced, higher contrast. and we really need more head options than the ones we have now for sure.
we want people to participate in other games modes too, they can make additional outfits for those modes, to encourage playing. its free anyway.
yeah and I saw it too. I tried to expand on it, not just premium, but hestia and havok skins too. and the is easy, they make one skin, recolor it 3 times, and give it to each mode.
I want to also support the team. but they really need to do something that can turn my support into cash. I cannot buy skins for characters I do not play. and this 2 week rotation they have going on is super annoying.
I share this feeling, my friend… I have ton of cosmetics for zealot, my main classes.
And I wish I could buy cosmetics for my Scum. 
I rocking it withe the all black havok set. I think it would fit it very well. but alas . . . here we are.
Another issue with the game, is the premium shop - they honestly do not know how to do these.
It’s been in the shop not so long ago and also in many different variants. Guys you need to check shop once in a while. 2 Week rotation is caused by this. FS has switched from 1 to 2 Weeks because some ppl were complaining they didn’t have time to buy goods.
The one week cycle was before multiple pages that stay for 3 weeks individually. Imo, cutting that six week cycle down to 3 weeks is still plenty of time while also allowing older cosmetics to cycle through a weekly cadence. This way if you didnt get something in the first 3 weeks it out, then you don’t have to wait anywhere from months to eternity for it to cycle back through. Allows outfits to be a little more exclusive than by giving them all 6 week windows while also putting a more consistent timer on that exclusivity for people who actively want them.
I agree with you and would prefer 1 week cycle but “it is what it is” and can’t change it ;]
ah, the gildaron goggles which scum should have too.
no thats not the same. saw them and got them, the hood on that one is too loose. i clips with the armor, this one does not clip with the armor.
it has 3 previous rotations there, how much time do they need, its there for 3 weeks. now 6!! thats like a lot.
yeah, the multi page fixes that. make it one week again.
A lot of cosmetics should be universal between humanoid classes imo.
