This has to be some kind of coding error where they completely borked the spawn logic for bots - remember they updated them with new gear a while back? How much you want to bet they got it wrong and now everything not in the og format spawns at level 1?
Adding some extra evidence I took from Telopots stream.
Seems only reproduceable on Damnation difficulty
They did get gear but at the same time they also got a stat boost. They got two more wounds and a good deal more health and toughness. It was better stats than were achievable by PCs at the time.
Now with the small nodes on the talent trees, it’s hard to say, but I don’t think the bots get talents anyway so even if there is an actual level difference and it’s not purely cosmetic I don’t think it will have any impact. We can see their stats are all the same, their ammo pools are the same for the same weapon, etc.
I think it’d be neat if their stats were always just the same for consistency’s sake but their gear and level were randomized every time with lvl 30s being totally tacticool operators tricked out to the max and lvl 1s being convict scum fresh off the boat and then all the shades of in-between. How they look now should probably be around 20-25 or so.

Ah. That is probably related to the reason this bug is only seen on Damnation. They must have goofed the stats for the Damnation bots presets.
