The rest of your post is 100% spot on but this one hyperbole works against your argument because premades with thousands of hours have and will beat H40 using “non meta” builds using subpar weapons.
It doesn’t change the fact that Soulblaze/Burn stacks + Uncanny is a blatant afront to anything resembling balance that wrecks everything in the game in the hands of a competent player, but it detracts from the rest of your post.
