Can range weapon get vs skaven and vs chaos at same time?

i rolled like more than 150 times (my green dust was more than 500 and now 300)

and cant get that option

is it bug like on charm?

Pretty sure weapons cant roll power vs both factions, only charms can (and seemingly not at the moment)
