Bolt explosion only deal damage on kill

Issue Description (Required):

Explosion of Bolt rounds (Bolter, and Bolt Pistol) only cause damage when killing an enemy. No damage dealt on non-kill hits or when hitting terrain next to enemies.

Steps to Reproduce (Required):

  1. Enter Psykhanium.
  2. Equip Bolter or Bolt Pistol (with or without lethal proximity, it doesn’t matter).
  3. Shoot at enemies without killing them, or shoot at the floor around enemies.
  4. See that they are staggered, but doesn’t receive any damage.
