Can Not Select Cadia Eye Color In Modify Appearance Menu

Issue Type (Required): Character Customization Issue Description (Required): When using the Modify Appearance menu and selecting one of the two Cadian eye colors, the COMPLETE ORDER button can not be selected even when Cadia is the specified home world. Error at the bottom of the screen reads “Available from Home World - Cadia Not active.” Frequency is 100% of the time. Tested on two systems with no mods on a clean install.
