Arbitrator and Vet spot override each other

When there is an Arbitrator with a dog and a Veteran using the Focus Target keystone (yellow spot) in the team, the dog attack order and Vet spot override each other when they try to mark the same enemy. You can clearly see as Vet that the dog is turning around as soon as you yellow mark an enemy the dog is currently assigned to attack and vice versa, the enemy looses the bonus damage and other buffs when the Arbitrator marks a yellow spotted enemy.

Obviously one colour has to override the other but it should only be the UI effect. The buffs and dog order should not cancel each other out.
I use the bonus toughness from killing yellow enemies a lot and every time the Arbitrator marks the enemy I loose the buff while I keep denying the dog to attack.

Steps to Reproduce (Required):

  1. Play as Veteran using Focus Target keystone
  2. Have someone else play as Arbitrator with a dog
  3. Arbitrator orders the dog to attack an enemy, then Vet marks said enemy
  4. Dog will stop to attack that enemy because of Vet
