I understand that not all special attacks can be used like this. But those that can be used in this way really need this method.
I understand, however it is important to note that this is a significant buff for weapons that have this mechanic. Like for Powerswords this means you will get 100% uptime on your charged attacks. It will be stupidly easy for the Zealot Crusher and Ogryn Power Maul to stun lock groups of elite enemies. Really the only weapon where it is a fair tradeoff is the chain weapons.
While I would like to see it on the chain weapons, I think it could be an interesting and fun mechanic, I believe that for the power weapons they need some other sort of rework.
Just add a delay equal to the activation of the ability, then the balance will be maintained.
The problem is not that it would be possible to hit with a heavy attack with an activated ability, but that it is inconvenient to do this now. You must first activate then charge and hit. You need to give it the opportunity, start swinging, then activate it, with the same timings. By implementing both methods the player will be CONVENIENT.
