Far as I know the storm bolter is an Adeptus Astarte weapon, if anything they need to introduce the plasma pistol.
there are normal human scale stormbolters i believe, not sure which one it is. it would be a great way to add a long range burst fire ‘auto-cannon style’ support weapon to the Vet and Arbiteys.
Also, what I don’t understand is why the Flamer weapon was only given to the Zealot? Veteran’s should have also been given access to this item also.
that is odd actually. the flamer is a pretty standard Guard weapon… but so is a grenade launcher and they don’t have that

Tbh toward different Marks of Bolt Pistols, I think 1 should be Dual Bolt Pistols (Light Mark, more ammo, less damage, faster rof), and the other should just be a slightly lighter Bolt Pistol (Medium, little bit more ammo, slightly less splash damage, sameish rof, but quite precise for elites and able to cleave lighter enemies)

It is illegal within the Imperium for a non-Astartes to wield an Astartes pattern bolter, which is one reason why the weapons are genetically coded so that only a Space Marine can fire them (Judge Dredd type theme). An Imperial citizen caught in unauthorised possession of a bolter or even of just a bolt itself can be harshly sentenced by the Adeptus Arbites. However, some bolter patterns like the Godwyn-De’az or Locke Patterns are specifically built to be wielded by unaugmented Humans, and the weapon is sometimes favoured by officers of the Astra Militarum and members of the Adeptus Arbites who require a weapon with more stopping power.
I don’t remember there being gene coding for SM weapons, the only reason that they’re not used is that they’re too big to be reliably be carried around on the battlefield, and that they’d be too brittle and valuable to be used for an Ogryn.
Don’t think Arbites have access to Storm Bolters though.
The Godwyn Deaz is the Sister of Battle pattern, the IG Sergeant and the Arbites use Locke pattern Bolters.
As for the Flamer, it’s to give the Zealot a ranged exclusive weapon, as there aren’t that many that would thematically match as exclusive Zealot Ranged (Vindicator Flamer, some Cawdor Polearm+Ranged type of weapons…)
They have a biometric sensor integrated into the weapon’s grip that allows the bolter to identify its user’s genetic signature so that only Astartes can make use of the bolter.
Agreed, I was just making a blanket observasion about the human sized bolters.
Only page I see it on is the wiki, which as usual doesn’t offer citations. Lexi doesn’t mention it at all.
And we do have in lore some moments where a human use the Bolters of a SM.
