Why can Trauma Force staff knock over Reapers, Crushers, and Bulwarks aka the biggest enemies in the game save for bosses, but dogs only get staggered a bit and mutants are completely unaffected. Why?

Why are 2 of the most annoying enemies so resistant to CC? Why pidgeon hole the Psyker into using Surge staff if they want to CC everything and not reward them for blasting a Trauma attack under a charging mutant?
