I just got my first melee and ranged weapons to 500 on my zealot. After all the penances went by, the Martial Doyen is still grayed out.
What is your primary weapon? I figured it would be unlocked since I did get my current weapons to 500. Is it talking about the original weapons that we start with? Is it bugged out?

do a few missions, you should get both penances.
Weird, I got mine as soon as I cranked a melee weapon up to 500. I don’t think it counts if it started out as a 500?
The game hates you, uninstall it.
It is a little bit bugged, but your Primary is your Melee. 
Just upgrade another Melee weapon, it took me two tries to get the Penance! 
For me it’s bugged with the secondary weapon.
