Psykinetic’s Aura and Seer’s Presence interacts with Scrier’s Gaze correctly. But Warp Siphon refuses to reduce the cooldown of Scrier’s Gaze and as such is an unusable keystone.

Steps to Reproduce (Required):

Use Warp Siphon with Scrier’s Gaze.
