Warp Siphon cooldown reduction does not work on Scrier's Gaze

Issue Description (Required):

When charges of Warp Siphon are consumed, the cooldown of Scrier’s Gaze is not affected at all.
Tested in The Meat Grinder.

Steps to Reproduce (Required):

  1. Enter Meat Grinder.
  2. Build charges of Warp Siphon by killing elites/specials.
  3. Activate Scrier’s Gaze. Cooldown of 30 seconds. (Although paused while Scrier’s Gaze is active.)

Yes, but I haven’t tried disabling them
