Issue Description: After about 40 hours since launch, I have played almost the Veteran exclusively. I have noticed two major issues with Volley Fire that have caused some grief. The first seems to appear when activating Volley Fire with the Tier VI talent “Sustained Fire.” I have only noticed this with the Boltgun, and the weapon will sometimes fail to reload. I will have the weapon empty, hit volley fire, and the weapon will go into a reload animation. The second issue is when I hit Volley Fire while firing, the weapon will stop firing. Also have only tested this with the Boltgun.
Steps to Reproduce:

First Issue (failure to reload causing reload animation)
- Play any map as Veteran Sharpshooter
- Empty Boltgun, hit volley fire
- Get stuck in reload animation when weapon is supposed to reload automatically
2nd Issue (Weapon stops firing when hitting Volley Fire)
- Play any map as Veteran Sharpshooter
- Fire automatic weapon, hit volley fire
- Weapon stops firing
