There should be some use for penance points, for example once you reach certain threshold you unlock some cosmetics etc It would be initiative for max level players to grind something

There already is a use. 
Every single point represents 1mm of GIRTH.
If you are a lady, it represents FULLNESS instead.
I honestly think it’s fine if they’re not attached to anything, but sure it would be nice to have something to look forward to when working on those penances.
I definitely like that idea. I think it could be cool if points can be used to buy weapon cosmetics, while clothing/outfits are earned through more penances like they are now. But, just more of them.
(provided they’re designed better)
