Interesting. I haven’t used the mod so I wouldn’t know, but it might be that Critical-Hit Chance works like Damage Reduction in the sense that it has multiplicative diminishing returns. If you already had a critical rate of 20% and added an additional 25% chance to critically hit:

.25 * (remaining chance to hit normally, .8) = .2, or 20%

That’s what flashes through my mind when you pasted this. There’s a chance that this is intended, but I am not an expert in the area.
