Toughness stops regenerating for no reason while in coherency

Issue Description:
Toughness suddenly stops regenerating while still in coherency
Possibly because I started carrying mission objective

Steps to Reproduce:

  1. Be in coherency and regenerating toughness
  2. Begin carrying ammunition objective and see toughness stop regenerating
  3. Was not taking damage or doing anything else that might stop regeneration
