Thunderous blessing on rashad axe only gives 2 stacks not 4

Issue Description (Required):

The thunderous blessing is supposed to give 4 stacks of 5% brittleness on hit. After two hits the target should reach the cap of 40% brittleness. In practice it is only giving two stacks.

Steps to Reproduce (Required):

The problem appears on the Rashad combat axe, I didn’t test the other two combat axes or other weapons with thunderous.
