If its “up to 20% power based on heavy charge time” and “stacks 3 times” does that mean it can stack to 60% or 20 is the most it’ll be after the 3 stacks have occurred?
I’m pretty sure that if you’ve the T4 trait it’s 6.666% power/stack.

Yes it does.
It can very easily be tested in the psykhanium, since we have damage numbers there.
I just spanked a Crusher for 117 at no stacks and for 186 at 3 stacks of T4 Thrust.
That’s a 59% increase (186/117 = 1.59).
Blessings that say “up to x%” in their description, actually mean “x% per stack”.
Has been this way for ever.
1 year ago, i wrote a huge bug report that included almost every single faulty description.
It got acknowledged, but of course the descriptions have not been fixed.

ah good to know, thanks! I never actually tested it myself on the assumption that “up to” cannot mean per stack since I also assume there is no such thing as half a stack or lesser increments. Funny thing is that I am quite fond of the blessing on a good number of my weapons (mostly Ogryn) but I suppose I also mostly rely on breakpoints only so I mostly pay no attention to the damage number itself.
