I have to be honest, this is probably a good thing.
People had been begging for a shirtless cosmetic for human characters. And considering that Hive Scum has it’s own super special full body tattoos, it is only natural to give them the option to show off the goods.

Just to be clear, I’m not criticizing the cosmetic. Of all the poor morph work done on the gendered cosmetics, this actually stands out as one of the better options if you care about that part of your character’s identity.
What I would find absurd if Fatshark didn’t make a habit of this sort of incomprehensibly unfriendly decision, is disabling unequipped cosmetics and then re-releasing the option with a singular strap behind a $13 paywall.
