The Limbsplitter Blessing should not reset it's cooldown timer if you attack something before the timer goes to zero

But in order to balance out the Limbsplitter Blessing after this buff, the cooldown should be increased to 5 seconds at all blessing tiers and the Power should scale acording to the tier of the blessing. The higher the blessing tier, the more power the blessing gives.

All Tiers cooldown: 5 seconds
Tier 1 Limbsplitter: +45% Power
Tier 2 Limbsplitter: +50% Power
Tier 3 Limbsplitter: +55% Power
Tier 5 Limbsplitter: +60% Power
