That’s fair. It still is the best, it’s just not as effective as it seems at first.
Just fyi, Attention Seeker doesn’t trigger Valuable Distraction.
From what I’ve heard, Too Stubborn to Die works on every source of toughness regen, even Smash 'em and The Best Defence. I don’t use it myself, but it is a very good talent.
