Stuttering after 1.1.3

Issue Description:
1.1.1, 1.1.2, and 1.1.3 : 100% stuttering from when game launches.

Steps to Reproduce:
Just load the game.

I posted this in technical support because i need your help resolving this issue. I’ve done all i can on my end.

I’ve verified the files, lowered the video settings to low, ran the application as administrator, fresh reinstall x2, my drivers for my 6950XT are updated. did everything i can find on the internet to get it to stop stuttering.

It was fine pre 1.0 patch. 4K high settings with RT on med and was getting 70fps.
1.0 .0 patch, game crash at launch 100% of the time.
1.1.1 patch, game start but stuttering and 30s FPS
1.1.2 patch, stuttering and 20s fps
1.1.3 patch, still stuttering with 20s fps.
