+Stamina (Weapon is active) perks identical across different tiers

When rolling perks on weapons it is possible to get a tier 3 ‘+1 Stamina (Weapon is Active)’ and a tier 4 ‘+1 Stamina (Weapon is Active)’. I have not seen tier 1/2 versions, but I can’t believe that it could go any lower than +1 stamina, given everything else that provides stamina uses integer values only.

Steps to Reproduce:

  1. Have weapon with ‘+1 Stamina (Weapon is Active)’ perk
  2. Have another weapon with a different tier of ‘+1 Stamina (Weapon is Active)’ perk
  3. They are the same
