Had a mission where the sniper is clearly visible and aiming at me but there isn’t a laser showing who he’s aiming at resulting in me taking 2 free hits is anyone else getting this?

Yeah, if you’re not moving and the laser is on you you don’t see it, the only warning then is the flash and sound just before the shot.
