Relay Station TRS-150: Hotjoining Early Failed Run Spawns Players BEFORE the Elevator

Issue Description:
When a team is dying very early on Relay Station TRS-150, and someone hotjoins in for someone who ditched, the new players will spawn at the very start of the map if there are no alive/active players by the time the new person finishes loading. Because there is a one time use elevator between the start of the map and any enemies, the new players cannot reach the rest of the mission.

Steps to Reproduce:
1: Have a team fail Relay Station TRS-150 sometime before or around the first circular room (easily done on high intensity shock troop gauntlet)
2: Have the first downed teammate(s) abandon the mission before the entire team is downed (captured? Unsure of the exact timing here).
3: Have the game bring in a new teammate.
4: Have the rest of the party get downed before the new teammate can finish loading.

The new teammate will spawn at the very start of the map. Unknown if this holds true for any other maps.

(I was on a run were I was in the first team, and the two new players who hotjoined ended up spawning on the wrong side of the elevator. I decided to try the mission again, and ended up hotjoining another early fail, meaning this time I was on the wrong side of the elevator. So, it is replicable.)
