Quickplay can start campaign missions that do not show up to the player

quickplay can start a mission if unable to find an ongoing mission that is invisible to the player IE story missions to a player who finished the story/skipped it

yeah but this isnt backfill its not exactly the same. it was starting a campaign mission for me i was the first player in the striketeam. so i feel like this needs a separate report

this was the board at the time there was no stolen goods, no quarantine and no other story missions
