Psyker Charge Staff Continues Charging With Wrong Input Sequence

Issue Description:
Staff will continue to charge with different button than right click. Happens when the order of pressing buttons is out of sync with expected use.

Steps to Reproduce:
While holding the Psyker Force Staff:

  1. hold right click to charge circle
  2. hold “R” to quell
  3. let go of right click
    BUG) Staff will now be charging using the “R” input.
