Issue Description:
I believe that the penance Blessed by Fate for Psyker is currently impossible.
The penance says to survive Perals of the Warp by using Psykinetic’s Wrath. However, Psykinetic’s Wrath doesn’t seem to reduce Peril anymore, making it impossible to reach 100%, use it, and then use the ability to quell.
