Since Fatshark has posted they’re not interested in implementing solo play, I figured all the private game penances would be removed.
And, no. Setting a game to private doesn’t help, since the people who agreed to help you are only truly there to troll you.
They should have been made as a normal penance instead.

agree, there should be no private only penances.
Both penances can be achieved fairly easily via ‘normal’ gameplay without unnecessarily impacting other players now due to level additions & changes over time so there isn’t really any reason remaining for them to stay private only.
I’d like to think it’s a simple oversight on FS’s part, but they’ve remained untouched for long enough to suggest it’s a deliberate choice still.
I think they just need to add solo mode. With some commands for bots, like, don’t shoot. Or at the very least, disable all bots.
