Perilous combustion does not trigger with Soulblaze kill

Issue Description:
When killing an enemy with soulblaze and having the Perilous Combustion talent, Perilous combustion does not trigger and apply stacks of Soulblaze to nearby enemies.

Steps to Reproduce:
Kill special/elite with soulblaze while next to any unit.

Constant (100%)
