Issue Description:
Resupply Allies does not work. At first I thought it was because of the Survivalist upgrade to the Scavenger perk. So I made a load out that doesn’t replace/effect that perk. Still getting 0/5000. This means I cant unlock some cosmetics from the penance rewards.

I can verify that I am having the exact same issue. I tried doing a run without the upgrade also and did not count.
Same here, been stuck on 4211 for the last few days. Presume its something to do with recent patch or hotfix?
Same here, 20 games so far on my vet, went with the scavenger upgrade and i’m at 0/5000
Only thing stopping me from getting my goggles 
My hope and expectation is this and other broken Penances get fixed in the next week or two.
I love the new skill tree system, but it sure did mess up the penances.
Tried altering my skill tree and it doesn’t work anyways like you said. I don’t think there is a workaround sadly
I totally agree, it should be their priority to fix broken things, not rebalance weapons like what we are seeing in patch notes.
