Passive Peril Quelling Faster with Non-Force Weapons

Issue Description:
Passive peril quelling happens faster when non-force weapons are equipped, rather than when equipping force weapons. This feels like the code for determining passive quelling speeds might be reversed, as it would be expected that force weapons should have faster passive quelling.

Steps to Reproduce:

  1. Play a Psyker with a Force Staff or Force Sword
  2. Build up to high peril, then wait for it to passively quell.
  3. Play the same psyker with non-force weapons (gun, normal melee weapon, etc)
  4. Build up to high peril again and observe the passive quelling in comparison to the previous weapon choices

I find this design really weird. I suspect it’s intended, but it is kinda sad that it makes the force sword completely unseen.

– If it IS intended, it’s vital that this shows up somewhere in game - I’ve seen tons of psykers happily using their awesome flashy staves and force swords even until level 20+, completely unaware of how much they’re shooting themselves in the foot.
