Havoc is locked in the game mode? Not sure why. Played to 4 on my account and 17 on a friends.

Yes, and I’ve tried disabling them

Ah I see you’re right. If I go to difficulties there’s no “unselect” option or to choose havoc difficulty or anything but if I clear it, it’s not locked you’re right.
