Paid cosmetic item: Padded Leather Rebreather Harness does not change voice

Issue Description (Required):

The Psyker head cosmetic item: Padded Leather Rebreather Harness from the commodore’s vestures shop does not change the character voice in any way. There is a unique effect marker on this item stating that it will change the voice however there is not even a slight muffle that other cosmetics give. It does not seem to change the voice at all.

Steps to Reproduce (Required):

  1. purchase Padded Leather Rebreather Harness (on psyker)
  2. equip Padded Leather Rebreather Harness cosmetic
  3. no change in voice in game or while on the Mourningstar not even a muffle
